Bathrooms are gross and crowded, women shouldn't be forced to breast feed in them. The only people who think women shouldn't be able to breast feed their children in public are like devout Muslims.
But this is pretty much a non issue. It's like how being topless in public is actually legal in most American states, very few women just casually walk around topless because they don't want to. I don't think most women want to be seen breast feeding and try to plan their day so they don't have to do it in public.
