San Francisco is pretty cool, but not very affordable, DC seemed nice as well when I visited, not sure about living there, but the public transportation was fine.
Chicago is also good, but the winter is terrible, I heard nice things about Seattle, but never been there.

You need comfy old buildings to attract hipsters, Houston's 50's onwards boom era architecture is a long way off becoming fashionable (if it ever does which I doubt, because it's not aesthetically pleasing and the streetscapes are centred around cars). You also need to have at least moderately functional public transport.

There are three light rail lines, and a bus rapid transit in the works. Plus they apparently did a stellar job at revamping the bus system. The new mayor is also pro-mass transit and the anti-mass transit state lawmaker looks like he'll be replaced by a pro-mass transit lawmaker.
I don't know about old buildings only, but in general I think it needs more attractions and interests to draw outsiders in. For instance they just built up a huge green space in the middle of the city. Pic related.
