it has been worked on for more than 15years in different conditions.
The whole idea for Belene NPP starts in the 70's, when the situation in Bulgaria (and the region) was a lot different than now.
back then, there was literally a factory every selo in here, which means large consumption of energy was needed for the whole country. We also had markets in Yugoslavia, Greece and Albania (can't say about Romania but they probably too buy energy from us)
We were in close relationship with the USSR, so most of the money, the tech and the fuel at later point was a goad deal.
So, in the 70's and the 80's we had local needs, market and steady supply of fuel/parts for the reactors.
When the USSR and the gommies fell in 1989, we no longer had any of this.
The industry went GG, because the USSR no longer buy our crap, and the west didn't need archaic old dated technology anyways;
The outside market gone apeshit - neighbors no longer needed our energy that badly, due to their local production (Romania had Cernavoda, Yugoslavia had water power plants etc.) so that's out of the picture
and last but not least, new Russia went into "let's make business like the westerners do" state, cutting off our almost free support for the reactors.
Now, tell me, in 2000's+ why do we need more energy from NPP?
Belene was designed as 2*1kMW reactors - energy that we can's consume by ourselves anyway, we dont have market for it, and even worse, we are obligated to use parts and fuel produced only by the russians, because their reactor cannot use let's say German fuel.
All the money hey spend between 2000 and 2013 on Belene NPP project went into certain dudes, that at the end don't care if we have another NPP or not, as long the cash flows in their pockets.
