Big cities are mix of literally everything, sometimes less mixed, sometimes very mixed (see São Paulo, Rio de Janeiro) so you can't judge a region by it's big city's characteristics.

This is Gramado. The place where every Neo-Nazi Germanboo from São Paulo, Rio de Janeiro or Minas Gerais wants to live.
Their dream is to marry a girl with a German surname, marry her, starting use her last name instead of his because Portuguese surname is disgusting and settle down in Gramado main street. Which is a main touristic attraction of Rio Grande do Sul with architecture that imitates classic German architecture, the buildings were made in the 70's and 80's by a construction company and not by actual Germans like the legend claims.
Pic related is how the average citizen of Gramado lives, in literal wooden houses in the hills. If the people living there didn't have German surnames, the place would be considered a favela. Believe it or not.

And you're absolutely correct. Gramado's main street is a touristic attraction and it was built for that exact purpose, to attract tourists from other states of Brazil who believe in the fairy tale about "South Brazil is 100% German".
Of course we pretend that fairy tale is true because being German is considered something prestigious here. But i prefer to go against the tide. Not only because only my grandmother is a confirmed German, but also because this whole German pride thing is silly.
Blumenau also built a street block with same German theme. The funny thing is that most of Gramado is a generic city, but when you search pictures of Blumenau, it only shows pictures of that German themed block, which is like 3 streets at most. So there is some agenda thing going.
