They review legislation made in the Commons. Because they're unelected, experienced (most are appointed business people/academics/experts people who've done public service of some sort) and elderly, they're able to take the long view. It's a good antidote to the short-termist career politicians in the Commons. But because they're unelected, they have no real power. They can only delay legislation not veto it.
