It's image made by the NY Post with the headline "1-1 usa wins, greatest tie since bunker hill".
Every American got the joke, because that tie helped us immensely in that World Cup game and it was a morale victory after everyone thought we would gbtfo.
Just like bunker hill. Do you see what I mean?
So when foreigners laugh at that pic, it's like they are pretending bunker hill was not a hugely important and positive tie for the American Revolution. America did the opposite of capitulation, it won its independence from Britain.

In the context of the war, it was a huge thing for the colonials like I said.
If that battle had been a completely and utter loss, there is a very good chance the American Revolution would have failed.
The US military itself classified the battle as a draw, but it was a massive morale boost to us and a shock to the British

Because there are more implications to the long term ramifications of a military defeat or loss than your brain is apparently capable of understanding. No one can really explain it to you if you can't get your head around the basic concept of a short term effect opposing a long term effect, or a tactical defeat being different than a strategic defeat, or a moral defeat being different than a material defeat.
