West Africans are not particularly tall (most Afro-Americans are originally from West Africa), but they are nevertheless probably taller on average than North Africans and Arabs. You are right though about the standard deviation being higher in those populations.
South Sudanese people, on the other hand, are crazy tall for some strange reason, despite being a country with a very low HDI. Scientists are trying to find the reason for this. Likely some random genetic mutation. Compare those guys with people like Zuckerberg (5'7), Jesse Eisenberg (5'8-5'9), Jeff Bezos (5'7) the CEO and founder of Amazon.

There are always outliers. Sacha Baron Cohen is a Jew and he is very tall, yet he is also very swarthy for a Jew (even for a Jew). It really comes down to genetics and luck as long as you are having a normal diet and not suffering from severe malnutrition.
Much points to the fact that genes responsible for growing tall are dominant in some way and that is why each generation has become taller, although it seems to have come to a halt. If "better" food was the reason for people growing taller each generation, than you wouldn't - definitely not - see an increase during wartime, as there were serious food shortages in much of Europe at the time.
I mean it's all very complex and biologists and geneticists don't understand it fully themselves. If you think it through, you realize that it is not that simple.
