I know people who are now considered amazing artists who started with graffiti. It shoukd work in two ways, if caught and the work is deemed amazing then you should be paid and contracted to paint again. In the other hand if its just some edgy faggot being a rebel whose work is deemed as shit then cane them. Make them work for their art.
