Think about how convenient different forms of electoral shenanigans would be. To shift an election with in person voter fraud, you have to pay for the transportation costs of thousands of people, and make it diffuse enough that it doesn't look suspicious. Absentee ballots and voting machine hacks are far more effective and cheaper than conducting some massive in person voter fraud campaign.
