It would be terribly ineffective simply because nobody would want to give power over their countries expensive armed forces to some idiot foreigner.

Who would lead it? Who would be the supreme commander? Who would call the shots?
France wouldn't want it to be Germany, Germany doesn't want it to be the UK, the UK doesn't want it to be France and Italy would just be weak, lazy and unorganized as they always are.
