Proxy or no, in all seriousness Pitcairn in its capacity as a permanent civilian settlement, needs to be shuttered. Closed up, as Fury 161 was closed up at the end of Alien^3. Under 60 people does not even comprise a town, so this could and should be done very, very easily without muh human rights violations. After all, the whole reason for this is that human rights have been getting violated rather regularly, on the island.
Ideally everyone would be taken by surprise at night, and put off the islands: "On the order of your Queen Elizabeth II, By the Grace of God, you are being evicted from Pitcairn. You will be provided cash, and given apartment units throughout Britain. We will collect your personal effects and send them to you. Those of you with records etc etc etc."
Extremely remote islands that only sustain populations of several dozens at most, are places for scientific and military men, not families.
