I think to some extent it's more about welfare attracting the worst. People that move to a place where they can get money without working, and that move there for that reason, are very often not good people in general. I don't know how it is in Iceland compared to the US, but I guess in America is more difficult to collect it.
Welfare (with the exceptions of the minimal to survive and medical services, of course) should exist only for citizens, to avoid this kind of stuff.
