I would imagine that the guns are deactivated, but as far as I know in the UK, there isn't legislation in place that says that a firearm can't be permanently mounted on a vehicle. There are also no magazine or calibre size restrictions on manual loading guns, so it may be possible to own a tank with a working gun in the UK at least.
If you manage to convince to your local police station that you are a firearms collector, you probably need to pay half the price of the tank for somewhere secure to store it.
In the UK at least, if you don't want a working gun, you just need to have rubber bits put on the tracks and make sure it passes an MOT (which is fairly easy to do)
Best part is that if it's 25 years old or older, no road tax.
