Would you say to me that Russians who were born in Canada and went to Canadian school would be worse educated than locals? Of course they will have Russian customs, religion etc but they would have the same skills with locals. It would be worse if they live in neighborhood with majority of Russians so they would feel racism from locals and be less educated due to more shitty schools in poor areas, but talented ones still will get out of their area and influence those who stayed there hence eventually all the Russians would differ from locals only with customs (and education will eradicate shitty customs like smoking for most of males and drinking vodka every weekend etc). Now point 2. A very large country like Russia has to compete against larger countries. If i grab say the top 0.01 percent of Indians they might make a wealthy country but It won't be innovative and the larger it becomes the poorer it becomes. See small states like Macau.
