Same with DC: the government's HQ is separate from the state's financial/cultural center for a reason. Aside from being safer, it means that legislators are more divorced from the politics of the major cities. Which is absolutely a good thing as it's a check on their power.

The capital doesn't have to be the most populous city, you know. State capitals were established based on state history. Albany is the capital of New York, because New York City was for quite a while not even English, it was Dutch, and after American Independence a lot of New Yorkers, who were loyalists, moved to Canada or moved to Britain, just like a lot of the Germanic settlers after the war.

If LA was the capitol of California Silicon Valley would have never formed because they would have regulated it out of existence in a vain attempt to shuffle job growth into the LA area. If the capitol of California was SF the water projects would have never happened because SF's political elite didn't want to pay for it and didn't want the competition.
CA's capitol is in Sacramento because it's the closest to a "neutral zone" between the four parts of CA (SF, LA, the Central Valley and Jefferson).

it actually just has to do with geography. It's why Washington DC is the capitol and not Philly or NYC, because it's closer to the south. Same with Albany, it's closer to the far reaches of New York state, like Buffalo or Syracuse.
Like Philadelphia isn't the capital of Pennsylvania because it's too far east, which is why Harrisburg is the capital. If we were going by history, it would make sense for Philly to be the capital, but instead it's by geography
