It is, the police tends to turn a blind eye to drinking there. Also the translated name of the place is Malt Island, very fitting.
It's a real clusterfuck with public drinking legality in Poland. There's no total ban on it, just a litany of places you're not allowed to drink at (parks, streets etc), which can be further expanded by the municipalities.
