There are two different types of risk maps, one where players get preset countries like the map that you just finished playing. This map was made specifically for a game where players create their own countries, and each country they conquer gives them a specific bonus, as seen in the map on the lower right hand side. In this map, giving whole countries is unfair because some countries have much larger bonuses than other countries, so some players will have an immediate head start over other players. To coutneract this, in maps like this, OPs start each player off with only 3-5 territories and then they conquer the countries surrounding them. Naturally, countries with more territories to be conquered have a larger bonus.
