Vancouver is really expensive, but if you have decent skills and could land a nice job there's lots of opportunity there. Lots of Asians, it isn't a meme, but they don't cause trouble, just a bit of a culture shock.
Toronto is less expensive, and probably more opportunity because of the size. I've never been there myself though
My personal recommendation would be Victoria. It's a city, but smaller and more clean and beautiful, the weather is nice and for its smaller size it still has everything the others have to offer as well as interesting shops and things to do. I'd like to move back there one day myself.

Yeah whistler is a great tourist town, small as fuck so most of everything revolves around their ski hill which is really top quality. You'd definitely have trouble finding a job there though I'd think, but it's great to visit.

Guy from Victoria here, Vancouver island is fantastic. I miss it all the time. It's not as expensive to live there as Vancouver, it has a lot of really well developed smaller towns/cities, and a perfect blend of nature/man made stuff to do. The only drawback I ever noticed was if you wanted to leave Vancouver island, the ferry to the mainland is expensive and a bit of a pain.
