Viet-American here. This sort of thing still goes on in East Asia sadly but it's mostly very uneducated rural people more concerned with daily survival than kindness to animals. Rest assured there's plenty of opposition to eating dogs and cats in Vietnam, China, and South Korea from the young Internet hipster crowd. It's just that the older generation in East Asia had no objection to using dogs as food.
