They invaded neutral Belgium after promising to respect its neutrality in an important treaty. They dismissed the treaty as a "scrap of paper". When the German army arrived in Belgium, they did a number of civilised things like burning down libraries and executing civillians, and the large scale shifting of Belgian industry and workers into Germany (the Belgian economy has never recovered to this day, it used to be 6th in the world or so)

Then Russia was neutral during the Prussia-Austria war and allowed Prussia to unite Germany
And then it also has to do with the collapse of France, which since Napoleon is a weakening country
As Bismarck said, the secret of succesful politics is to sign a treaty with Russia
But then Germany as a country was relevant only for 70 years - incomparably less than France and Britain
