Safe countries are like maps/dungeons for level 1-15 players. You max out early and the challenges are low, as are the financial rewards. A country like Canada is a lot like this, it's "safer" but also entry-level and peaks at mediocrity
All the high-end raids and loot is in the USA. If you're a Financial class, the endgame dungeons are Wall Street or Chicago. If you're a biotech class, your end-game content is in Boston or SF, if you're a tech specialist your end-game content is top-level jobs in Washington or California making the big-name apps and programs like Facebook that take over the world, if you're a warrior class your high level content is stuff like Navy Seals or using billion-dollar war toys, while in other countries you're stuck in barracks with underfunded equipment, if you're an actor/musician/bard class your high-end raid is Hollywood or Nashville so you can become big, rather than just provincial and local. If you're an espionage class and want level 40+ gear and challenges you have the NSA or CIA with billions in funding, bleeding-edge tech and the most world-changing, dangerous assignments
Glorious UK also qualifies for a lot of that too, London has high-end content for financial and espionage classes too.
