They believe on whatever works fine is fine.

A Japanese guy who whole-sell cars on the WORLD, asked me to remake his companies' website, it was a static website and the only reason he wanted a new one is the guy who made it for him disappeared and it's hard to get back other than the domain name.

He basically said don't make me pay for anything that I can not pay for... I just installed some commerce website for him with the default theme and he was happy with it.

I bet it looks better that 99% of their websites...

Although I don't deny your point, Rakuten's shit design is infamous even in Japan, and people (younger generations in particular) have always said that they should change the design for like a decade or more but they don't for some reason. Maybe they cater to old people, incline to feel comfy about those unfashionable old-school designs, which are an essential customer bracket to succeed in business in Japan today.
