The original Romans like Augustus, Caesar, Caligula, Nero etc were Italians. Then later Rome became too multicultural.

When the Empire split, the Byzantine side was dominating for a few centuries. For that reason, the Byzantines were also called Romans. In fact the Turks during the occupation of Greece were calling greeks Romans.
