How about consoles in your country? It's easy to get ex. PS4, PS3 or older like PS2, Gamecube or even Nintendo 64? Or you don't give a shit and play only on computer? I was always wondering

For a while I heard games bought with Russian currency could not be traded to other accounts because of the cheaper price. I don't know if it was true, but I'm curious how companies try to encourage Russians to buy instead of pirate.

Personally I pirate everything on consoles and if it worth I buy it on steam

I do something similar, but I try to get DRM free on things like GOG if I enjoyed the game or I wait until the full game comes out since many games are released incomplete and need many patches. I also like having installer EXEs for my games. Steam is okay for multiplayer.
I never tried pirating for consoles, only emulators in some cases.

Witcher 3 is 59.99$ CAD with no DLC on steam.
On GOG it's 49.99 but I'm not sure if they have CAD conversion.

Not sure if it's Valve idea, but they're usually cheaper. But even more they were cheaper when there was retail 5-15 years ago and prices were like from 100 to 270 roubles (3-9$) excluding extra high priced WoW and LA2 which were similar to your prices
