Neck breaking is only for judicial death penalty hangings. And even in these executions, the neck rarely broke and the condemned died of suffocation instead, which is a terrible way to die.
In suicide hanging, you just let the rope pressure the neck arteries and starve the brain off oxygen. 3kg of pressure is enough to block the carotid artery.
