Why are Russians so good at producing culture of outstanding quality?
The British might for example have several more "good" authors, but the few EXCELLENT ones are Russians. Same with composers, artists, whatever. If it's a masterpiece, it's probably Russian.
How does this happen in a country of otherwise drunks and track suit wearers?

I mean, person can't become a brilliant car designer or scientist here. Even back in SU times those were not well-monetized professions.
But we always had a good local market for cultural (either 'pop' or not) things. Authors, artists etc could make a living by producing art for local public. Lots of drunks and tracksuit wearers still adore to read books, listen to the musics etc. More authors mean more chances for a genious to grow.
Local book market, for example, still so big that involve nearby countries. Most of writers from Belarus and Ukraine write only in russian for russian audience.

Little clarification - Russia only started to develop high culture and a literary tradition when the nobility became Europeanized in the XVIII century. Up to this time, the Russian language was too rough for literature and essentially limited to religious and practical texts. By Pushkin's time, intellectual culture was flourishing, also Russian armies marched across Europe in the Napoleonic Wars and came home influenced by European ideas.
