I'm still at university so I don't really know but I suggest some places where you can have understandable social interactions such as a job or some courses you can do as a group etc
I lived in Paris for a couple years, and making friends was a crapshoot. I made most friends while out drinking, and some on long distance bus trips.
Some bigger places that attract big foreign language speaking populations have various social mixers that are hosted with the purpose of locals practicing their second language, and expats meeting locals.

Not having friends isn't all that difficult. I still have the internet after all.
Moved to Norway a couple of years ago, it's very hard to make friends outside of work friends if you do not have an established social circle.
Even harder if you are on this site, as most seem to have some form of social anxiety, either small or large.

But like I said, social circles are key to a wider dynamic of socialization, it's very hard to meet girls in any place if you lack a social circle. It may work for a few people to simple go out and find girls, but I've never experienced it being like that for anyone I know personally.
