I used to go a lot to Punta Arenas when I lived in the south of Argentina in the past.
It was filled with brown, short manlets. I'm 178cm and I felt like a giant.
Buenos Aires is a-ok but you have a greater chance to get killed/mugged there than in any other big city in Argentina (unless you're careful enough). I'd say Córdoba and Mendoza are the best places to live (Mendoza is better if you like cold-ish winters). If you can't handle humid heat, tho, go to Río Gallegos in Santa Cruz.
The main cons are that this country is too centralized so many things are only manufactured in BA and sometimes you can have a hard time buying some stuff.
Another con is that people (specially in BA) are shitty to foreigners/tourist and some may try to scam you.
Cities are full or litter an garbage too, sadly.
Anyway, it's a nice play to live afterall

In capital lot of people, but don't expect finland levels of english. You'll have to learn spanish unless you live only among ukrainians.
The city depends. The south is more cold and some landscapes similar to those in northern Europe (tons of germans, welsh, swiss, etc, the architecture, etc).
The capital has all the benefits of a big city, but it's pretty chaotic (as any big city). Tons of cultural spaces and historical stuff though.
