The split between Western and Eastern Rome was due to extreme political infighting and the difficulty to govern such a large empire. Emperor Theodosius therefore chose to split the Empire in two, entrusting the Western half to his youngest son Honorius, and the Eastern part to his eldest, Arcadius. They were never actually considered two different empires by the romans, merely two separate administrative entities.
