As someone rather "pussy" when it comes to temperatures (T-shirt only over 20°C, pullover below that, and jacket is a must below 10°C), I never considered wearing a scarf even in our severest cold waves which may go down to -18 once a decade or so, so I definitely wouldn't in an even warmer country on a normal winter day
