Really depends what type of foreigner you are. The chechens make up most of the Khalifa division which is the elite and most well-equipped on out there. The Tunisian Jamaat in North Syria used to be one of the most powerful in all of Syria. The ones that get used as cannon fodder are the ones with no military experience that can't speak Arabic. If you're lucky you'll get used as propaganda.

They're actually structured and work like a real military. All of the ex-US military people fighting in the Peshmerga say so. Their training is good and what they've been able to accomplish with the means they have is astounding.
They aren't a joke and they employ brilliant tactics. It's a little more complicated than a suicide rush. Even know they are making gains in Hama against some of the best trained units of the SAA lead and supplemented by elite Iranian generals that have Russian air support.
It helps that one of their commanders served in a Georgian intelligence unit that fought against a Russian invasion. And that half their officers are ex-bath commanders. People who say they're a joke don't know shit about them. Everyone from generals to ex-military fighting them know they're the real deal.
