That was their reasoning too. They wanted to let the Russian Tsar take up the arbitration but:

they were a member of the balkan league, the point of the war was to defeat the ottomans, not go back on contracts and make military alliances against bulgaria. as i linked to you, they had already invaded us, this is just part of their constant anti-bulgarian policies.

we didn't exactly keep it either. tho we killed and died more, and liberated more land than the serbs, we did request their assistance at odrin, also we were not supposed to attack constantinopole, this was also idiotic, and lastly WE were supposed to liberate macedonia. losing it is our own fault.

not to mention the fact the macedonian revolutionary movements didn't even know what they were fighting for, and were generally not too bothered to be ruled by serbs.

Leading up to the Second Balkan War the Russians very explicitly spelled out for Bulgaria that it was extremely likely that Romania and Turkey would invade and that Russia would do nothing to stop them. The Russians infuriated the Serbs by basically forcing them to arbitration, which likely meant the ceding of significant parts of Macedonia to Bulgaria.

What does Ferdinand do? He makes war on both Serbia and Greece and to do that he denudes the entire east of troops.

And all that for the immense pleasure of gaining marginally more Macedonian villages.

It started because the Serbs wouldn't withdraw from the so called "uncontested" zone of Macedonia as defined by a secret agreement signed with the formation of the Balkan League. You can see this on the map in your post as the black line running roughly from Kriva Palanka to Ohrid. The uncontested zone consists of everything south of this line, and was promised to Bulgaria.
