Between PO and PiS, PiS was a party with a core electorate which guaranteed their longevity as a party. PO was marginally better at managing economy and relations, but they forever failed at building their own electorate.
Basically, PO's '''''electorate''''' was a collection of people under the sign of "At least they are not PiS" and even that state of things could happen only when fear of victorious PiS became real enough.
PO ruled for 8 years and this hasn't changed. Eventually, their electorate lost incentive to vote for them as the fear wasn't a good motivation. By the end of their reign a ton of shenanigans caused that fear of PiS to crumble just enough for PO voters to jump ship to other parties.
