Tips should be an incentive for the employee to work hard. If the customer is expected to tip a certain amount anyway, the employee feels entitled to that money. They may even treat a relationship customer poorly on purpose if the customer is known to not tip as much as they're expected to.
Over here, our waiters get paid a proper wage. Food generally includes the service charge, although you're more than welcome to tip if you think the staff has done exceptionally well. Sometimes, they leave he service charge entirely separate and put it at the bottom of the bill ad an optional charge (pretty much everyone pays it though).
