Look. These poor men have made dangerous and arduous journeys in search of refuge. They aren't used to seeing so much flesh on display. It's like undergoing puberty again for them. The concealment part isn't regulated in Germany AFAIK. Once you get the permit to carry a weapon around (for which you must prove necessity to the authorities) you can of course carry the weapon concealed. It's that permit that is hard to come by, because just being a citizen doesn't prove necessity. Having gotten a death threat e.g. is. This permit is called Waffenschein (lit.: weapon document) and it's rare because of said requirements.
The usual thing is Waffenbesitzkarte (lit.: weapon ownership card). You have to be member of a shooter's club for some time or a hunter or a collector in order to own guns. But this doesn't allow you to carry the weapon around. If you take it to the shooter's club it has to be transported separately from the ammo, just as it has to be in a safe separate from the ammo at home.
