The Russians on the other hand since 1990 now own Crimea, Eastern Ukraine, parts of Georgia and hold Eastern Europe by its collective balls when it comes to commodities.
Maybe not a great argument, but it's essentially power is meaningless without the political will to use it properly.
For example, Obama is arguably weaker than Putin even though Russia is far weaker. Why? Because Putin controls all of Russia and has public support. Obama has control of an overextended military that he has cut into oblivion, and lacks public and political support.
Regarding the "is Russia more powerful than Britain?" question, the only valid argument in favour of Russia I can think of is that size of conventional military forces.
Britain wins easily in the economic, diplomatic and cultural influence departments. But our conventional military forces are much smaller in quantity, which is a clear negative for the UK despite being superior in quality and training in most areas.
This is an area where Britain needs to improve. In fact the air force and navy are now getting larger, but the increase in size will be slow. However, the UK's advantage over Russia in conventional military forces is that its smaller force is more flexible and can reach much more of the world. For example the Royal Navy is capable of joining allies in the South China Sea, or Indian Ocean, to affect the outcome of a conflict (or act as a deterrent), whereas Russia's power projection is limited to its (admittedly vast) border areas and Syria - the location of their only naval base

Serious question, what would you have preferred us to do? What the UK has done in the last 30 years is greatly improved its economic fundamentals and real GDP relative to our advanced competitors. Our side won the Cold War, as a result capitalism is prevalent in the world, and that has allowed us improve our economic fortunes. As you know, the economy is the firmest base on which to build other types of power.
Now consider the Russians, who lost the Cold War putting them in a very weak position. Their weakness has forced them to spend all their political capital in reactionary military attacks on their neighbours due to feeling threatened.
Why has the UK not done something similar and attacked Ireland or Belgium? Because the current environment is good for us, it allows us to grow stronger - we are not threatened.

It depends what kind of war. Clearly the UK is not capable of invading Russia (but why would we want to?), and Russia is not capable of invading the UK. However in a war limited to conventional weapons, we stand a good chance of winning the naval war against the Russian Northern Fleet. For Britain this is by far the most important area of potential conflict with Russia.
You are right that neither the UK nor Russia could win a nuclear war with each other. But that isn't the point of this thread, is it? It's about strongest global powers. Ignore the economic/cultural/diplomatic aspects if you want.
If you only consider the military domain, Russia has a larger military which is limited to regional warfare. The UK has a much SMALLER military but it can act globally and therefore affect Britain's influence in many parts of the world. Undoubtedly the British military is too small, too weak and needs to be expanded. But considering all the different elements I think it is more effective on a global scale. In a sense we are very lucky to have strategic territories and bases all over, because without them we would be *much* weaker
