Can't speak for the Finns, but there was a blackout where I live a couple of winters ago when it was about -18°C. People did the following:
1. Put on coats/hats
2. Lit fires if they had a fireplace
3. Went to neighbours or hotels with heating if the power was out too long.
Just preparation and cooperation, I guess.
