Is this what they tell you? Israelis not only have a highly developed native military industry, but they also have a very diversified chain of suppliers. I hardly believe that they spend those money solely with American companies.

75% of the 3.1b we send is earmarked for our DI. Creates jobs, keeps production lines open, and allows for aggressive military R&D. Israel itself was a massive laboratory for NATO equipment during the Cold War, and continues to provide valuable joint projects today.
As for the other 25%, although the Israelis are free to invest in their own economy, they usually put an amount much greater than that into ours anyway, because so much of their equipment is ours.
In exchange, we have the most pro-US country in the region, both government-wise and populace-wise. No other country we send aid to is as supportive as they are. We have tremendous diplomatic pull/soft-power influence over them.
