Do you think they needed specifically arab rulers to do their work? Everything a scholar needed was a ruler who promoted science and every culture before and after arabs did that. There was access to foreign knowledge and they were rulers who promoted science before(persians,romans,greeks) and after aeabs(turks,mongols). Arabs didnt brought the needed infrastructure or knowledge with them they took over already existing one and promoted and enabled their usages. Like i said we dont know what happened during the sasanid or parthian times because their works has been lost. But the fact that something like the university of gundishapur or the baghdad battery existed heavily implies promotion of science and scientific progress.
