Because American political races are money making schemes from top to bottom. Though most money doesn't come through web pages like that.
Why do you think people run for as long as possible.even with no chance of winning. People drop out when the donations/bribes stop coming. You'll see people run just so they can take bribes for their current office/position and take advantage of public naivety. Many have no interest in the office they're running for. It's pretty simple moving your money from the campaign fund to basically personal use when it's all over.
The laws surrounding campaigns were written by people who campaign for a living so I hope this doesn't surprise anyone.
