It's not mandatory here at all, cab drivers will always offer change. A lot of people tend to round up though (for example, if your fare is £8.60, a lot of people will just give £10 because they cba with change). It's the same thing with pizza men who come to your door (I'm cheap as fuck, so I always get change, but they don't seem to mind).
