In the West "passport" means passport for foreign travel, it's not necessary inside native country. In Russia and Ukraine main "passports" are internal passports, compulsory IDs.
I don't thinkt the police ever asks randomly for your ID, but you do get an extra fine when the police fines you for something and you don't have one on you.
This only applies to Dutch people, arabs/blacks/other scum are probably often randomly checked.

It's not compulsory over here, but that's the only practical way to prove who you are without lugging along your passport or birth certificate. Most people carry their ID for police legitimization in case you're stopped.
