I'm assuming you mean a semi-auto rifle, because if you want a full auto rifle you need to have a collector status which can only be applied for after you've owned guns for 5+ years.

It isn't as bad as it sounds, really, it just takes time and some effort, and I haven't actually met a single unpleasant clerk at the PDs. If your papers are in order, you'll get the licenses. After that, your permits are valid indefinitely and you won't be pestered about them (unless you're a dumbfuck who drinks and drives AND gets caught, in which case you really shouldn't be around guns to begin with). Like I said, no retards with guns. Goes both ways.
I also forgot to add that while there is a different category for SBR/SBS/AOW, it doesn't cost any extra or have additional waiting time, the license is just somewhat harder to get.

There is no the second world. In Cold War era were USA/NATO and USSR/Warsaw pact countries (first and second world respectively) and all other countries were the third world. And now we have only the first and third worlds. But, to be honest, this division isn't relevant anymore.
