I know I can hold a conversation on pretty much any subject in English, as I regularly speak with the American exchange students here, but you should know that conversing in a foreign language is really hard if you haven't had any practice.
The only way you can master it is with actual conversation, and unless people have regular contact with speakers of English there is really no way they could have learned to converse well.
The actual question however is if this is easier to learn for English than it is for several other languages, and the answer to that would be 'yes'.

Pretty much the same, the immigration barrier is mostly a legal one. They do actually test language proficiency very sternly, which simply means you need to have a very good control of the language before you are even allowed to apply for citizenship.
You could do the same for England by making applicants for naturalization read and comment on the works of Shakespeare, which I suppose only the relatively highly educated would pass.
