In theory yes because the First Amendment only specifies that the government cannot regulate content of speech but doesn't specify time, manner, place, etc. the speech is made, so that can in theory be regulated
The zones have been successfully contested legally in many cases. For the most part the point is to keep people who are there to protest against the president away from the main event to keep them from harming him or disrupting the event.
