That wasn't hyperbole. He was literally France's equivalent to Lord Nelson. Aside from Napoleon himself he was the highest official of the entire French military all throughout the French Revolution and into the beginning of the Napoleonic era.
He never served in Haiti. He served in Europe and Egypt.
