There's a commission made up of great Lakes states. They basically have a monopoly over the water usage of the lakes. Only one state that doesn't make up the Basin has been able to secure rights to the water on a trial basis: Iowa. And it only started getting water after Illinois stopped cucking them.
If we're willing to fuck around with our neighbors, what makes you think the people of Illinois will allow dirty Californians to swim in our glorious fresh water?
