The only and real reason as to why white people or countries are more well off than others, is because of racism and most important of all colonialism. There's a reason why western europe is more financially better than eastern europe. Western europe colonize the entire world while eastern europe did not.
You can't expect a group of people, continents, or whatever to succeed in anything if they've been fucked over by someone else. There's still a lot of problems caused by colonialism remaining in much of africa, asia, and south america.

The Aztecs would have still lost without the viruses, because:

that's part of the problem. the spanish conquistadors destroyed the civilization that the indigenous population built up and then exploited them. even though the wealth and infrastructure was built by the general population of mexicans, it was kept within the hands of spanish descendants. lazaro cardenas made huge strides in improving the quality of life of all mexicans (including implementing compulsory education to all mexican children) after the revolution, but consequent administrations reversed a lot of the progress. i do think mexico would've been a lot more developed by now had his policies for a more equitable society been carried forward.

Mexico has a much larger population, helping mitigate the rates a little. I'd think the rates would be pretty equivalent if you focused on the areas of the mayor drug routes.
But more importantly, the government (at least mine, and Guatemala's was also apparently very corrupt until recently) has just proved to be inept at dealing with the problem. The only silver lining is that a huge chunk of the violence are gang member killing themselves. Still, I feel very sorry for the poor people that aren't able to move away from gang-run districts.
