Interesting fact, Frenchies- Brisbane's mayor and council are elected separately and thanks to socioeconomic variation between council electoral divisions (and individually popular local councillors) there's a good chance that the mayor will be from the other side of politics to the majority of council, who will want to dominate Civic Cabinet. The president represents the national unity, like the queen, publicity and shit. He's also the head of command of the military.

In France's case, the President sets the agenda but the PM deals with the actual running of government and implementation. The President in France also directly controls foreign policy etc.

The other is head of state. He doesn't have much power and is mainly for show, a symbol of the country. Some are elected by the people, some are elected by the parliament.

President: foreign policy, appoints every judge, leader of the armed forces, appoints the prime minister, ministers, has a veto, etc.

I believe both the president and the prime minister (parliament) have powers to null each other if need be but the parliament comes out on top in the end.
