In terms of effective governance, the best population is something the size of a Scandi country. Because people can be well-represented and the country is relatively homogeneous while having enough people to support advanced industries

However, having a large population gives you huge advantages when you think about economies of scale, building up strong businesses with a large domestic market to help you, and so on

According to wikipedia yes. But it probably depends on how you count it. New York proper has technically only 8 million people, but counting the full extent of the city, it's 11 million people. Wikipedia's list only lists the 8 million in the city count though.
